RNG
A consensus random number generator for Hooks: each proposing UNLReport validator commits to a secret and reveals it in a later ledger with a new Entropy pseudo-transaction, seeding a singleton Random ledger object that hooks draw from with the dice and util_random APIs.
RNG is open for voting: 1 of 19 trusted validators (5.3%) support it. To activate, it needs 16 votes (more than 80%), held for 5 days.
