Foreign Hook State writes (state_foreign_set) now touch the foreign account, slot_set accepts only keylets, sto_validate returns 0 for buffers under 2 bytes, float overflow and underflow report EXPONENT_OVERSIZED and EXPONENT_UNDERSIZED, and emitted transactions are stored so they can be slotted in the same ledger.
